The Harrison County Utility Authority (HCUA) is requesting proposals to provide emergency and minor construction services to repair, replace, install, and return to or initiate active service for water and sewer mains, systems, and facilities. The HCUA will receive sealed bids to provide construction services until 10:00 A.M. local time, on Friday, January 12, 2024. Bids are to be addressed to the Harrison County Utility Authority, 10271 Express Drive, Gulfport, Mississippi 39503 and shall be marked “Emergency and Minor Repair Construction Services.” A Mandatory Pre-Bid Meeting to discuss proposal requirements and potential construction projects will be held at 10:00 A.M. local time, on Friday, January 5, 2024, at the above address.

Interested contractors shall electronically register with HCUA’s electronic bidding service provider to obtain proposal documents and to participate in the proposal process. Only registered contractors (plan holders list) shall be permitted to participate in the proposal process.

The RFP documents may be examined, but not obtained, at the Harrison County Utility Authority office at 10271 Express Drive, Gulfport, Mississippi 39503. The official RFP documents may be downloaded from www.hcua-msbids.com. All Contractor’s must comply with all Federal, State, and City laws and regulations. All bids shall comply with specification and bid documents provided or be considered non-responsive. The HCUA reserves the right to reject any or all proposals or to waive any informalities in the RFP process. The HCUA reserves the right to amend the requirements and documents as may be necessary and agrees to notify all registered contractors. Only proposals and RFP documents from electronically registered plan holders will be considered.

Contractor’s proposals may be held by the HCUA for a period not to exceed ninety (90) days from the submittal date of the proposal.
